MEASURE 1: TRAINING AND CONFIDENCE BUILDING (ESF)

a) Expanding training and employment programmes, including internally and externally provided pre-vocational tasters, guidance and access, and vocational and non-vocational training targeted especially to the needs of individuals in disadvantaged groups. The needs of employers are also paramount. All provision must be integrated with employment opportunities in the surrounding area including the City Centre and elsewhere.

b) Employer led or customised training linked to job opportunities.

c) Work and community experience projects for the young and /or long term unemployed.

d) Developing actions to overcome barriers to education, training and employment.

e) An environmental training initiative to link job creation and training with the need to improve the physical appearance and management of the area.

f) Initiatives to target construction and service sector employment opportunities arising in the city centre, Hillfields and elsewhere.

g) Action to engage young people to enhance leadership and citizenship. There will be activities aimed at disaffected young people, including vocational guidance, counselling and initiatives to provide positive experiences and skills which will enable young people to contribute effectively to the social and economic wellbeing of the area and fulfil personal aspirations.

h) "Training the trainers" for all the above and other related activity.

i) Training and development to assist the provision of a range of innovative child care.

MEASURE 2: INFRASTRUCTURE AND ENTERPRISE DEVELOPMENT (ERDF)

a) The physical redevelopment of the small business area to make it more attractive visually and commercially.

b) Environmental enhancement initiatives involving local residents in project design and management including the reclamation of degraded sites and buildings to make Hillfields more attractive for investment.

c) Actions to tackle crime and improve safety and security for non residential premises in residential areas, business areas and local parks through physical improvements to premises and the environment. This will include improved lighting, gating schemes and CCTV.

d) Safety and security awareness campaigns.

e) Grants, marketing and business advice to encourage people to become self-employed and start businesses.

f) Company reviews and support focusing on the specific needs of inner city businesses to encourage competitiveness.

MEASURE 3: COMMUNITY CAPACITY BUILDING (ERDF)

a) Community audits and exchange of information with other URBAN areas.

b) Organisational development and other support to sustain local groups in the implementation of projects to benefit the local community.

c) The design and implementation of a positive co-ordinated marketing campaign in the media to counter the poor image of the Area and overcome prejudice.

d) The employment of "social animateurs" to help overcome social exclusion and isolation with the aim of enabling the community to develop self esteem, confidence and to contribute in full to the economic life of the area.

e) The provision of positive models for money management enabling people to contribute to the economic life of the community.

f) The promotion of healthy lifetyles and active leisure activity enabling local people to have the ability to join the workforce.
