Description and Objectives
The project is a Consultancy, which will support the people of Hillfields in designing, constructing and running a new organisation.

This structure will oversee the social and economic regeneration of the area and will provide the framework by which all parts of the community, business interests, public authorities and voluntary organisations may work in concert.

This is an exciting project that will have a lasting effect upon the quality of life for the whole area.

The programme is designed to help and support the development of a structure which:

  • Is under the direct control of the people of Hillfields and responsive to local needs
  • Is able to manage administer and run projects currently funded through public funds (SRB and EC URBAN)
  • Which can generate income, both through grants and revenue to sponsor projects within the Area and become self sufficient and not dependent on grant giving policies and agencies
  • Makes a major contribution to the process of creating employment in the area through its own activities and by encouraging other employers to move into Hillfields.
  • Is able to co-ordinate voluntary activity in the Area and employ the enthusiasm, skills and Creativity of Hillfields people in the regeneration of their area
  • Is representative, democratic and accountable to the people of Hillfields
  • g. Takes a major role in planning the development of the area and its services
  • Has an effective relationship with Coventry City Council and the other authorities and Institutions that have an interest in the area.

This is no easy task and will involve something of a journey of discovery to find the structure that best suits the needs, interest, enthusiasm and energy of local people. There are many forms the structure can take. It could, for example, satisfy itself with the administration of project grants and other public funds, growing very quickly during the SRB and EC years but always remaining vulnerable to the policies of others. Or, on the other hand, it could seek to create a sustainable organisation, with a permanent asset base that generates income under local control and whose objectives and work programmes are specifically customised to the needs of local community; a process that will be slow but sure. There are many other choices and decisions that could be made which fall between these two extremes.

This programme will make a profound contribution to the URBAN Action Plan. The resulting organisation will be the voice of the local community and will be closely involved in the implementation of the Action Plan.
