In carrying out their duties the UPG will need training, capacity building and support in these key critical management areas:

1. Strategic Management
2. Programme Monitoring
3. Project Selection
4. Systems and Procedures within an Action Plan and European Context
5. Networking

This project will be concentrating on supporting the UPG not just in the above areas but also with their own personal development, training and management skills. Among specific areas requiring support and expertise are:

1. Budget Management
2. Oversight of Project Scoring and Appraisals
3. Performance and Programme Monitoring
4. Project Approvals
5. Annual and Semi Annual Reports on the URBAN Initiative in Hillfields
6. Networking and adoption of Best Practice

As well as its support to the UPG this project will also support Applicants in preparing and presenting Bids. Assistance will be offered also to Project Officers who will manage individual projects in URBAN. This help will be highly technical in nature in the context of European Funding. Of special importance will be training and oversight of compliance with EU regulations covering ERDF and ESF. This will include helping applicants secure eligible Match Funding and ensure their proposals are eligible under EU Regulations in URBAN.

This project will provide all management guidance, scoring and appraisal framework based upon Local, GOWM and EU Commission guidelines.

This project fits Measures 3d of URBAN in Hillfields which seek to:

1. Empower Local Partnerships and Applicants via targeted Capacity Building in the role of an Animateur.
2. A dedicated resource to enable the UPG and local community groups access and manage projects.

The Council is providing all Match Funds as part of its commitment to local Area Co-ordination and Development. The project will also manage the Budgets of URBAN as part of the Council’s role as Accountable Body. This project will provide the main point of contact between GOWM, the Commission, UPG, UMC and Applicants, including Project Officers. Its co-ordination role is a vital and essential part of the delivery and programme management of URBAN.

Partnership will be crucial and the whole project will link closely with SRB, New Deal and Area Co-ordination. Regular contact with GOWM also features prominently especially on matters to do with Programme Budgets, Forecasts, Audits and Strategic Direction. There will also be National and Transnational Networking which will be jointly co-ordinated between this project, the UPG and the Hillfields Area Co-ordination.
