Under the Objective 2 programme, each project seeking a grant must address three themes. These are called horizontal themes because they go across all of the priority areas.

Innovation is defined as "the successful exploitation of ideas by individuals or businesses", and the eventual aim of this theme is to embed an innovation culture in the West Midlands, changing the behaviour of individuals within organisations and organisations themselves.

The IRE Network offers a framework for collaboration and exchange of experiences between regions that can demonstrate good practice in the development and promotion of innovation policies Innovation in Practice CORDIS (Community Research & Development Information Service) Innovation policies throughout Europe. The two main aims of this theme are:
This theme draws on European, national and regional environmental policy and has three key issues. These are creating a positive urban environment by minimising noise and waste, protecting the landscape through wildlife management etc, and safeguarding the air, soil and water quality.
Specific environmental outputs and targets exist that must be met, and the environmental impact of the programme will be closely monitored: all applications will be required to complete an environmental checklist.
